I would probably go with a roof. You will be able to enjoy your area more, even if there is a light rain.
References :
I would say your best bet would be Japanese Wisteria as it would fill a space like yours quite rapidly. The flowers are conical clusters of light purple that have a prolific fragrance. You need to cut it back once it becomes established.
References :
Trumpet Vine and Wisteria are good choices for very vigorous shade vines that are perennial.
Clematis can develop problems with wilt on rainy years.
You might want to consider climbing hydrangea, another great choice.
Then you can look into hardy climbing Roses. For looks I like the very hardy, New Dawn climbing.
References :
Clematis grows in zones 4a to 9b; English Ivy grows in zones 5a to 9b; Perennial Sweet Pea grows in zones 3 to 9b; Vining Asparagus Fern grows in 3 to 8a; Poppy Mallow Vine grows in 3a to 9b; Clove Currant Vine grows in 4a to 8b. Also check your local nursery as they can recommend which ones would best be suited for your area. You may have to amend your soil though in order for these vines to grow.
References :
You will have to amend the soil--I'd buy a large bad of the moisture control potting mix. Dig the hole about twice as deep and wide as the pot is that holds your new plant(s). I would say Wisteria, but I don't think it is suitable for your zone. Call the county agent and get some suggestions. You can also weave some outdoor fabric between the cross-beams--you'd have to cut it in strips and hem the seams.

check out trumpet vines also. Morning glory is an annual but grows like crazy and sometimes self-sows from year to year.
References :
What perennial should we plant to grow up and across our pergola to add shade?
We live in a temperate zone, 3 months or more below freezing, high clay content soil, to be planted between a driveway and cobblestone patio in a dirt area about 12 feet long and 3 feet wide. Pergola is 16 feet by 12 feet and about 8 feet high. there is about a 13 inch span between the cross beams.

Give the structure a nice new coat of paint and then let it dry. After that, purchase and apply Marine Grade Clear Polyurethane over it. I'm sure you'll be able to find it in Oregon. Interlux make a good 1-part polyurethane that's easy to apply, but if you don't have a marine store near you, here's a link to order it on-line. You won't be disappointed.

That stuff is great and meant to handle the harshest of conditions. It will last for years and years. Good Luck.
